have a read of a haynes manual if unsure but generally speaking you loosen the big toothed locknut,then tighten the inner adjuster until a resistance is felt(gentle tightening not hard !) then back it off 30 degrees .hold still whilst tightening big locknut again.this is the factory setting for an unworn rack.if you overdoo it or have a badly worn rack then you can end up with tight spots.also check the inner balljoints are ok.(the ones inside the rubber gaiters)also check that the pinion shaft going into the rack doesnt have any major in/out movement.
