If the battery is fully charged and the starter still clicks a couple of times before turning over it could be that the brushes in the starter are almost worn out and it's sticking. If you find that the starter sticks completely, a tap on the side casing with a hammer can sometimes free it up and allow you to start the car. Ultimately you can either replace the brushes or the starter motor if that is the problem. You can usually find reconditioned ones on E-bay at a reasonable price.
