When you say no fuel past the regulator, do you mean the one on the fuel rail on the engine? And if so, have you got the fuel feed and return the right way round? The feed goes to the fuel rail, then the regulator, then returns to the tank.

The pump should have power to it for a second or so as the ignition comes on to build pressure in the system, then again while cranking and running, but it shouldn't run constantly with just the ignition on.

What Sutty said, it goes tank > rail > regulator > return. If you've got fuel at the regulator but not the rail then you have the feed and the return mixed up. The regulator is there to hold pressure in the rail rather than prevent excess pressure :)

if the problem is not the fuel pipes being mixed up which it sounds like it is, it could be the fuel pump relay, i had trouble with my fuel pump relay getting wet and the car would not start, what i did was clean the relay with eletrical contact cleaner. brake cleaner might work but its not as good.
